A Jerk Java Jolt for 'Gay Marriage'

The Latest Cultural Entropy Entries

"Marriage is ... in its origin a contract of natural law. ... It is the parent, and not the child of society; the source of civility and a sort of seminary of the republic." --Justice Joseph Story (Commentaries on the Conflict of Laws)

There's never a dull moment when it comes to Leftist miscreants endeavoring to dismantle Liberty and the very culture that has sustained it since our Founding. This week was no different, especially in regard to the disoriented gender crowd.
First, there was news that the somewhat Reverend Luis Leon used his "Easter sermon" pulpit as a political soapbox for the Obama clan attending St. John's Episcopal Church. "It drives me crazy," Leon lamented, "when the captains of the religious right are always calling people back, never forward, forgetting that we are called to be a pilgrim's people. The captains of the religious right are always calling us back, back, back. For blacks to be back in the back of the bus, for women to be back in the kitchen, for gays to be in the closet and for immigrants to be on their side of the border." (Somebody call the IRS and have them revoke St. John's non-profit status!)
For that remark, Leon received our Non Compos Mentis Award Monday. Of course, Leon is no Jeremiah "G-d Damn America" Wright, who spewed the sort of awful, divisive, America-hating sermons that now largely inform Obama's worldview.
Next came the news that another lynch mob was gathering to hang Dr. Ben Carson, who was already under fire for having delivered a bold and unapologetic defense of Christian morality at the National Prayer Breakfast -- with Obama scowling a few feet away at the head table. (So much for the Left's support of those who speak truth to power.)
Typical of the assault on Carson, who is black, was this observation from one of MSNBC's talkingheads, who claimed Dr. Carson is an Uncle Tom for conservatives, their "new black friend" who is "helpful in assuaging their guilt."
The Leftmedia is quick to brand any black citizen who departs the ObamaNation Plantationssimilarly. (See Clarence Thomas, Condi Rice, Allen West, Tim Scott, Ward Connerly et al.) Of liberals, Carson says, "They're the most racist people there are because they put you in a little category, a box. 'How could you dare come off the plantation?'"
Apparently Dr. Carson, a brilliant neurosurgeon at Johns Hopkins, offended a minuscule but very vocal minority this week when he defended the traditional Judeo-Christian context for marriage -- a historic definition consistent with every religion on the planet. Carson said, "Well, my thoughts are that marriage is between a man and a woman. It's a well-established, fundamental pillar of society, and no group -- be they gays, be they NAMBLA, be they people who believe in bestiality, it doesn't matter what they are -- they don't get to change the definition."
How dare he mention homosexuals in the same sentence with pedophiles and other sexual miscreants -- even though NAMBLA is, by its very definition, a homosexual group which predates on young boys.
Students at Johns Hopkins School of Medicine are protesting a scheduled speech by Dr. Carson at this year's commencement, claiming his views are "deeply offensive to a large proportion of our student body."
(Sidebar: In other news from Hopkins, the Student Government Association has declined to allow the formation of a pro-life group, Voice for Life, but has approved a Students for Justice in Palestine group. An SGA memo, leaked to the media, compared Voice for Life with a white-supremacist group.)
I have met Dr. Carson, the subject of the TV movie, Gifted Hands, about his rise from abject material poverty to the pinnacle of the neurosurgical profession. His character and devotion to fellow Americans is unimpeachable.
Responding to the protests, Carson said, "They want to shut us up completely, and that's why the attacks against me have been so vicious. I represent an existential threat to them. They need to shut me up, they need to get rid of me. They can't find anything else to delegitimize me, so they take my words, misinterpret them, and try to make it seem that I'm a bigot."
2013-04-04-alexander-2.jpg
Next came news that a Salt Lake City School Board is booting Cub Scouts out of elementary schools because of the Boy Scouts of America policy prohibiting "avowed homosexuals" from holding Scout leadership positions.
Responding to the assault on the BSA, Texas Governor Rick Perry, an Eagle Scout, said at a rally, "There is this very vocal, very litigious minority of Americans willing to legally attack anybody who dares utter a phrase or even a name that they don't agree with. In a twisting of logic, they insist on silencing the religious in the cause of tolerance. Now I ask you, where is the tolerance in that?"
Next came news that Howard Schultz, who heralds over the Starbucks java empire, was confronted at the company's annual meeting by a shareholder who objected to Schultz's imposition of his Leftist politics on the entire company and its shareholders by way of a formal memorandum supporting "gay marriage."
Schultz told the stockholder, "You can sell your shares of Starbucks and buy shares in another company ... thank you very much."
OK, that last item wasn't "news," because virtually nobody reported it.
Of course, that wasn't the case last July when the MSM went into hysterics because Chick-fil-A CEO Dan Cathy humbly professed his support for the traditional family: "We are very much supportive of the family -- the biblical definition of the family unit. We are a family-owned business, a family-led business, and we are married to our first wives. We give God thanks for that. ... We want to do anything we possibly can to strengthen families. We are very much committed to that. ... We know that it might not be popular with everyone, but thank the Lord, we live in a country where we can share our values and operate on biblical principles."
Cathy's remarks led to a failed national boycott against Chick-fil-A, and inspired Leftist mayors like Boston's Tom Menino and Chicago's Rahm Emanuel, chief among Obama's legions of faith-intolerant politicos, to declare they would keep Chick-fil-A out of their cities by refusing to issue the company new building permits. (An adoring media seemed more than happy to ignore the unconstitutional nature of that threat.)
I should note here, one major difference between Starbucks and Chick-fil-A: The former is a publicly held company, which is to say that when it registers support for a political platform, it does so on behalf of all its stockholders, many of whom undoubtedly object. Chick-fil-A, on the other hand, is a very successful privately held company. The chairman speaks for himself and his family, not for millions of shareholders.

Starbucks stock is currently trading near record highs, not because the coffee is so good -- in my humble opinion it is not. I dumped Starbucks years ago, as a matter of taste, not social policy. I enjoyed the premium beans before the company became a huge coffee cash cow. I now find their product no better than the low quality, over-roasted beans next to them on grocery shelves.
Starbucks stock is soaring because Schultz closed some 900 U.S. stores in recent years, laying off tens of thousands of employees. Now, his job is, rightly, to make a profit for his stockholders by keeping their company profitable. The realignment certainly did that, and apparently that worked out well for Schultz, whose total annual compensation in 2012 was $28,909,800.
So, what is one to make of the "gay marriage" agenda now?
If you want some perspective, consider reading "Gender Identity, The Homosexual Agenda and The Christian Response," a brief but comprehensive commentary I wrote on the subject a few years ago. Nothing has changed since then, other than homosexuals now have a CINC -- a Cheerleader in Chief to drive public opinion in their direction.
Marriage is the foundation for the family, which in turn is the foundation for society. But marriage, as an institution, is currently under vicious assault from many quarters, one of the most menacing being the homosexual challenge to its historic definition. The consequences for Liberty are dire.
Regarding the biblical context for marriage, my colleague Dennis Prager wrote this week, "I offer the single most politically incorrect statement a modern American -- indeed a modern Westerner, period -- can make: I first look to the Bible for moral guidance and for wisdom. I say this even though I am not a Christian (I am a Jew, and a non-Orthodox one at that). And I say this even though I attended an Ivy League graduate school (Columbia), where I learned nothing about the Bible there except that it was irrelevant, outdated and frequently immoral. I say this because there is nothing -- not any religious or secular body of work -- that comes close to the Bible in forming the moral bases of Western civilization and therefore of nearly all moral progress in the world."
Regarding the natural state of marriage, and the implications of its redefinition to Liberty, another colleague, Terence Jeffrey, wrote, "The Founding Fathers of this nation not only believed in the natural law created by God, but insisted it was the justification for the United States becoming a nation. The 'Laws of Nature and of Nature's God entitle them,' they said, 'to assume among the powers of the earth, the separate and equal station' of an independent state. ... A state that no longer recognizes that it is subservient to the Laws of Nature and Nature's God will also no longer recognize the God-given rights of individuals. In such a state, there will only be those privileges the powerful decide to grant us -- until they decide to take them away."
In his farewell address to the nation, George Washington wrote, "Of all the dispositions and habits which lead to political prosperity, Religion and morality are indespensible supports. In vain would that man claim the tribute of Patriotism who should labor to subvert these great Pillars of human happiness -- these firmest props of the duties of men and citizens. The mere Politician, equally with the pious man ought to respect and to cherish them. A volume could not trace all their connections with private and public felicity. ... [L]et us with caution indulge the opposition, that morality can be maintained without religion. Whatever may be conceded to the influence of refined education on minds of peculiar structure, reason and experience both forbid us to expect that National morality can prevail in exclusion of religious principle."
Footnote: For additional context, watch this video clip of Capital Tea Party member Doug Mainwaring, who is openly homosexual, but recently spoke out against "same-sex marriage" at the National Organization for Marriage's rally on the National Mall.

GALLOWAY TOWNSHIP — An Atlantic County man has turned himself in to police nearly 23 years after he allegedly stabbed and killed a 15-year-old.
Steven Goff, 41, of Ventnor surremdered to Galloway Township police around 6 a.m. Monday and was subsequently charged with the murder of 15-year-old Frederick Hart, the Atlantic County Prosecutor’s Office announced this morning.
Goff is accused of stabbing the teen multiple times in the woods behind Clubs Condominiums in Galloway Township on May 7, 1990, authorities said. Goff was 18 at the time of the attack.
Hart was reported missing on May 8, the day after he was killed, authorities said. It wasn’t until December 1991 that a hunter discovered human remains in the woods. The remains were later identified as Hart’s but a cause of death was never determined.
Goff now faces one count of murder and one count of possession of a weapon for an unlawful purpose, authorities said.
Goff, held on $1 million cash bail, is scheduled to appear in Superior Court in Atlantic County at 1:30 p.m. today.

Walter E. Williams Column: Are We All Equal?

Are women equal to men? Are Jews equal to gentiles? Are blacks equal to Italians, Irish, Polish and other white people? The answer is probably a big fat no, and the pretense or assumption that we are equal — or should be equal — is foolhardy and creates mischief. Let's look at it.

Male geniuses outnumber female geniuses 7-to-1. Female intelligence is packed much closer to the middle of the bell curve, whereas men's intelligence has far greater variability. That means that though there are many more male geniuses, there are also many more male idiots. The latter might partially explain why more men are in jail than women.

A more emotionally charged question is whether we have equal intelligence. Take Jews, for example. They are only 3 percent of the U.S. population. Half-baked theories of racial proportionality would predict that 3 percent of U.S. Nobel laureates are Jews, but that's way off the mark. Jews constitute a whopping 39 percent of American Nobel Prize winners. At the international level, the disparity is worse. Jews are not even 1 percent of the world's population, but they constitute 20 percent of the world's Nobel Prize winners.

Watch any Saturday afternoon college basketball game and ask yourself the question fixated in the minds of liberals everywhere: "Does this look like America?" Among the 10 players on the court, at best there might be two white players. If you want to see the team's white players, you must look at the bench. A Japanese or Chinese player is close to being totally out of the picture, even on the bench. Professional basketball isn't much better, with 80 percent of the players being black, but at least there's a Chinese player. Professional football isn't much better, with blacks being 65 percent. In both sports, blacks are among the highest-paid players and have the highest number of awards for excellence. Blacks who trace their ancestry to West Africa, including black Americans, hold more than 95 percent of the top times in sprinting.

By contrast, blacks are only 2 percent of the NHL's ice hockey players. But don't fret about black NHL underrepresentation. State underrepresentation is worse. Most U.S. professional hockey players were born in Minnesota, followed by Massachusetts. Not a single U.S. professional hockey player can boast of having been born and raised in Hawaii, Mississippi or Louisiana. Any way we cut it, there is simply no racial proportionality or diversity in professional basketball, football and hockey.

There are many other inequalities and disproportionalities. Asian-Americans routinely score the highest on the math portion of the SAT, whereas blacks score the lowest. Men are 50 percent of the population, and so are women; yet men are struck by lightning six times as often as women. I'm personally wondering what whoever is in charge of lightning has against men. Population statistics for South Dakota, Iowa, Maine, Montana and Vermont show that not even 1 percent of their respective populations is black. By contrast, in Georgia, Alabama and Mississippi, blacks are overrepresented in terms of their percentages in the general population. Pima Indians of Arizona have the world's highest known diabetes rates. Prostate cancer is nearly twice as common among black men as white men. Cervical cancer rates are five times higher among Vietnamese women in the U.S. than among white women.

Soft-minded and sloppy-thinking academics, lawyers and judges harbor the silly notion that but for the fact of discrimination, we'd be proportionately distributed by race across incomes, education, occupations and other outcomes. There is absolutely no evidence anywhere, at any time, that proportionality is the norm anywhere on earth; however, much of our thinking, many of our laws and much of our public policy are based upon proportionality's being the norm. Maybe this vision is held because people believe that equality in fact is necessary for equality before the law. But the only requirement for equality before the law is that one is a human being.

The Iraqi Infiltration
By: Michelle Malkin Friday, November 22, 2002

How many of Saddam Hussein's sleeper terrorists are among us - waiting to strike?
How many of Saddam Hussein's sleeper terrorists are waiting dormant in the United States to retaliate against us when the war on Iraq begins?
The Bush administration has begun to monitor Iraqis inside our country to identify potential domestic terrorist threats posed by sympathizers of the Baghdad regime, according to the New York Times. But while the new intelligence program is tracking thousands of Iraqi citizens and Iraqi-Americans with dual citizenship who are attending our universities or working at private corporations, there is no indication what federal authorities are doing to locate the untold numbers of illegal aliens from Iraq who have streamed across our open borders.
More than 115,000 people from Iraq and other Middle Eastern countries are here illegally. Some 6,000 Middle Eastern men who have defied deportation orders remain on the loose. And an international crime ring, led by Iraqi native George Tajirian, demonstrates the scope of the alarming problem of potential terrorists pressing at our southern gate.
Tajirian's ring guided aliens from all over the world into the United States — usually across the Rio Grande or through El Paso, Texas, checkpoints — and arranged transportation and lodging for them once inside. According to federal prosecutors, Tajirian charged up to $15,000 a head — chump change for deep-pocketed terrorist enterprises. During Tajirian's trial, which resulted in a 13-year prison sentence, prosecutors introduced evidence that Tajirian was responsible for smuggling individuals with known ties to subversive or terrorist organizations as well as individuals with known criminal histories.
All told, law enforcement officials believe Tajirian and his Mexican collaborator, Angel Molina, may have smuggled more than 1,000 Middle Eastern aliens across the Southwest frontier. The whereabouts of many of the smugglees remains unknown.
So far, Saddam and his Iraqi henchmen have refrained from direct, conventional terrorist attacks on American soil. But as Central Intelligence Agency Deputy Director John McLaughlin recently noted: "Should Saddam conclude that a U.S.-led attack could no longer be deterred, he probably would become much less constrained in adopting terrorist actions. Such terrorism might involve conventional means, as with Iraq's unsuccessful attempt at a terrorist offensive in 1991, or [conventional biological weapons]."
And yet, our borders remain wide open to infiltrators who may be toting more than suntan lotion and disposable cameras in their luggage. Among the few smugglers who have been caught in the past year:
In late May 2002, federal agents arrested two Egyptian nationals for allegedly trying to smuggle illegal Middle Eastern immigrants into New Jersey by way of Mexico. For a fee of $8,000, court documents say, the suspected smuggling ring flew customers on tourist visas to Brazil, then sent them to Guatemala, through Mexico, and finally across the Southwest border into America.
Just last month, a D.C. jury convicted Mohammed Hussein Assadi of smuggling Iraqis into the United States through Cali, Colombia, Ecuador, and other locations in South America. Assadi supplied illegal alien Iraqis with stolen and altered European passports and round-trip airline tickets to the U.S. in exchange for up to $8,000 per person.
These Iraqi smugglees purchased documents at a commercial vendor in Northern Iraq called the "Market of Passports," which they used to travel through Turkey and Ecuador into Colombia. According to a statement from the U.S. attorney's office, Assadi instructed the aliens to destroy the fraudulent passports and tickets while en route to America and to surrender to U.S. immigration authorities without disclosing their true place of origin. The scheme relied on smug knowledge of our government's "catch and release" policy for illegal aliens who are freed pending deportation proceedings — a policy that remains in place today.
"There is simply no way to know all those who illegally entered the United States through this defendant's efforts," Assistant U.S. Attorney Laura Ingersoll stated in a memorandum to the court.
Meanwhile, the Immigration and Naturalization Service is busy building light beacons and water stations for illegal aliens from around the world penetrating our country from the south, and the Bush White House is preparing to reward illegal border-crossers from Mexico with "earned legalization."
Our border insanity continues.

10 Hollywood Celebrities Who Should Be Blacklisted By Conservatives
One of the biggest problems that conservatives have in this country is that we're far too willing to support people who mock, despise and hate us. They tell the world we're awful people and then we turn right around and put money in their pockets and help them become bigger stars. Meanwhile, conservative celebrities are afraid to support Republican candidates or speak up for conservatism because they know the Left will unleash a tsunami of hysteria on them. In other words, there may be a lot more conservatives than there are liberals, but celebrities can get away with criticizing us, but not them. This dynamic is at the heart of why conservatives are losing the culture.
The good news is that there's a simple way to start tilting the entertainment industry back towards the middle. When movie stars trash you and the people you believe in, blog it, facebook it and tweet it not just when it happens, but when their next movie or album comes out. Don't buy their album. Don't go see their movie in the theater and most importantly, LET PEOPLE KNOW WHY you're not giving them your money. These celebrities and the big money behind them pay great attention to anything and everything that's said about them. They also assume that each person speaking up represents the opinion of thousands of other people. So, in their mind, your tweet, blog post or Facebook graphic matters, especially if other people seem to agree with what's being said.
Will that change the opinion of these celebrities? No, but if they believe it will cost them hundreds of thousands, if not millions of dollars to trash conservative Republicans, they will start to think twice before opening their mouths. Keep that in mind as you read these quotes.
1) "First of all, give an honor to God and our lord and savior Barack Obama. Barack Obama." --Jamie Foxx
2) "(The Tea Party's) stated policy, publicly stated, is to do whatever it takes to see to it that Obama only serves one term. What underlines that? ‘Screw the country. We’re going to whatever we can to get this black man outta here.' ...It is a racist thing....(that) just shows the weak, dark, underside of America. We’re supposed to be better than that." -- Morgan Freeman
3) Herman Cain is probably well-liked by some of the Republicans because it hides the racist elements of the Republican Party, conservative movement and tea party movement. People like Karl Rove like to keep the racism very covert and so Herman Cain provides this great opportunity so he can say, ‘Look: This is not a racist anti-immigrant, anti-female, anti-gay movement. Look: We have a black man.’ And look he’s polling well and he won a straw poll. -- Janeane Garofalo
4) "If I got (Condi Rice) on camera, I would put my Mars Air Jordans so far up her butt that the Mayo Clinic would have to remove them.” -- Spike Lee
5) "Latins for Republicans -- it’s like roaches for Raid." -- John Leguizamo
6) "Y’all better vote for f——g Obama, OK? For better or for worse, we have a black Muslim in the White House. Now, …that’s some amazing s—-t. It means there is hope in this country." --Madonna
7) "You have what I call the ‘Get the N-word out of the White House party,’ the Tea Party…. At the end of the day, there’s a big bubble coming out of their heads saying, you know, ‘Can we just lynch him?’" --Sean Penn
8) "The Tea Party really is just a c*nt hair away from being the Westboro Baptist Church..." --Sarah Silverman
9) "Glen Rice is a wonderful man. He’s a wonderful guy. You want (Sarah Palin) to be with somebody like [Dennis] Rodman getting up … in there. Pushing her guts up in the back of her head! …Glen Rice is a nice, mellow, docile man, non-threatening guy. You want someone like Rodman — yeah baby! Let’s get that donkey in here now. [laughter] Just imagine Palin with a big old black stallion ripping. Yeehaw! [I]n life in general you know … everybody got to get that out of their system when they get out of college. If you’re a black man, every white girl, every uppity middle class … everybody got to get their share of love. She could always get boned out by a black person, a vote to bang her. Other than a vote to run office, the only thing she can do … she’s not a bad person because she likes black people at least in her. Sarah Palin … she met the ‘wombshifter.’" -- Mike Tyson on ESPN radio
10) "George Bush doesn't care about black people." -- Kanye West

Economic Mobility

Economic Mobility
Most people are not even surprised any more when they hear about someone who came here from Korea or Vietnam with very little money, and very little knowledge of English, who nevertheless persevered and rose in American society. Nor are we surprised when their children excel in school and go on to professional careers.
Yet, in utter disregard of such plain facts, so-called "social scientists" do studies which conclude that America is no longer a land of opportunity, and that upward mobility is a "myth." Even when these studies have lots of numbers in tables and equations that mimic the appearance of science, too often their conclusions depend on wholly arbitrary assumptions.
Even people regarded as serious academic scholars often measure social mobility by how many people from families in the lower part of the income distribution end up in higher income brackets. But social mobility -- the opportunity to move up -- cannot be measured solely by how much movement takes place.
Opportunity is just one factor in economic advancement. How well a given individual or group takes advantage of existing opportunities is another. Only by implicitly (and arbitrarily) assuming that a failure to rise must be due to society's barriers can we say that American society no longer has opportunity for upward social mobility.
The very same attitudes and behavior that landed a father in a lower income bracket can land the son in that same bracket. But someone with a different set of attitudes and behavior may rise dramatically in the same society. Sometimes even a member of the same family may rise while a sibling stagnates or falls by the wayside.
Ironically, many of the very people who are promoting the idea that the "unfairness" of American society is the reason why some individuals and groups are not advancing are themselves a big part of the reason for the stagnation that occurs.
The welfare state promoted by those who insist that it is society that is keeping some people down makes it unnecessary for many low-income people to exert themselves -- and therefore makes it unnecessary for them to develop their own potential to the fullest.
The multiculturalist dogma that says one culture is just as good as another paints people into the cultural corner where they happened to have been born, even if other cultures around them have features that offer better prospects of rising.
Just speaking standard English in an English-speaking country can improve the odds of rising. But multiculturalists' celebration of foreign languages or ethnic dialects, and of counterproductive cultural patterns exemplified by such things as gangsta rap, can promote the very social stagnation that they blame on "society."

Rep Allyson Schwartz is my representative. I have had a visceral hatred of this women from the beginning. Now that I found this out about her it would explain why, I have hated her from the beginning.

Dem Congresswoman's Shocking Abortion Clinic Past

Rep. Allyson Schwartz of Pennsylvania is one of the fastest rising stars in the Democrat Party, taking on a recently announced leadership role at the Democratic Congressional Campaign Committee.

Schwartz, a four-term suburban Philadelphia congresswoman, is taking on the position left vacant by Florida Rep. Debbie Wasserman Schultz who was just tapped to chair the Democratic National Committee.

One fact that has gone unmentioned in all the media reports trumpeting Schwartz's ascendancy is that Allyson Schwartz, besides having a perfect pro-abortion record in Congress, co-founded and acted as Executive Director of an abortion clinic in Philadelphia for 13 years (1975-1988).

The clinic was called the Elizabeth Blackwell Center which is ironic because Blackwell, the first female physician in the U.S., was pro-life.

The clinic was not without its troubles. The Philadelphia Daily News quoted a call from a Republican candidate that detailed an assortment of lawsuits against the clinic:
"18 lawsuits have been filed against Miss Allyson Schwartz's clinic, including assault, battery, negligence, perforated bowels and uteruses," the woman said, "and even abortions performed without consent of her patients.
In 2002, the Blackwell clinic declared bankruptcy due to diminished demand for abortion and stiff competition in the area. In its last year, the center still performed about 1,500 abortions. According to the Daily News, the center derived its largest share of revenue from abortions.

Since Schwartz left the abortion business, she hasn't forgotten her past. NARAL has consistently rated Schwartz a perfect 100 score. EMILY's List, the radically pro-abortion PAC, has donated hundreds of thousands of dollars to Schwartz, giving her campaign far more than any other organization. According to one site, EMILY's List donated almost $500,000 to Schwartz.

In return, Schwartz voted against the Child Interstate Abortion Notification Act, the Unborn Child Pain Awareness Act, and the Stupak Amendment. Schwartz even sponsored the Freedom of Choice Act (FOCA) which would have erased all federal, state, or local limitations on abortion up to an including the ninth month of pregnancy.

Schwartz was already heading up candidate recruitment and will now oversee candidate services throughout the country.

Note: I worked for two congressional campaigns against Schwartz.

Violent crime worse in Britain than in US

by MICHAEL CLARKE, Daily Mail

Britain has a higher crime rate than any other rich nation except Australia, according to a survey yesterday.

The chances of having your car stolen are greater in England and Wales than anywhere else in the developed world, it said.

The international crime report was published as Tony Blair prepared to unveil plans to tackle persistent offenders.
The Prime Minister - who will next week become the first serving premier to visit a British prison when he launches his law-and-order package - said the crackdown would target the 100,000 worst offenders who are responsible for the bulk of crimes.

He is to announce a £700 million programme - described by senior government sources as 'very radical' - in a bid to win back the initiative in the law and order debate in the runup to the general election expected in May.

According to the figures released yesterday, 3.6 per cent of the population of England and
Wales were victims of violent crime in 1999 - second only to Australia, where the figure was 4.1 per cent.

Scotland had a slightly lower rate of violence, at 3.4 per cent.
In the U.S., only 2 per cent of the population suffered an assault or robbery.
One in 40 people in England and Wales had their cars stolen in 1999, the highest rate in the 17 developed countries examined.

Just one in 200 Americans suffered a car theft while in Japan there was only one per 1,000 of the population.

The study looked at crime rates in 12 western European countries plus Poland, Canada, the U.S., Australia and Japan.

The chances of becoming a victim of any crime in England and Wales were second only to Australia.

Here, 26 per cent suffered from crime against an average across all the countries of just 21 per cent.

England and Wales are among the countries 'most pressured by crime', the report concludes.
The two countries had the equal highest number of crimes per head of population of all 17 states.

There were 58 incidents for every 100 inhabitants in England and Wales - the same as Australia.

The study said the size of the sample meant first place in many categories came down to statistical accident, suggesting that for many areas of crime Britain may actually be worst in the world.

Its authors insisted the general rankings accurately reflect the real situation.
Home Secretary Jack Straw admitted the survey painted a bleak picture for Britain.
He said that after four years in power, Labour still had a mountain to climb to defeat crime. He added: 'Levels of victimisation are higher here than in most comparable countries for most categories of crime.

'So, while I pay tribute to the police, councils and communities for their hard work in reducing crime over recent years, no one should be under any illusions about the challenges ahead.
'Crime may be falling but it is still too high, and we have a great deal more to do to make Britain a safer place in which to live.'

Shadow home secretary Ann Widdecombe said: 'It's no wonder the people of England and Wales have more chance of becoming victims of crime when there are over 2,500 fewer police, violent crime is soaring and 30,000 convicted prisoners have been let out before serving even half their sentences.

'Four years after the last election it is clear Labour have failed to be tough on crime as they promised they would be.'

Experts said one reason Britain had higher crime rates was because it had a higher population density.

More people living in cities - and more people living alone - gave greater opportunities for crimes like burglary, said Professor Michael Hough of South Bank University.

He said the apparently high crime rate in Australia could be due to a growing drug problem in Sydney, which is home to a fifth of the country's 19million population.
But the latest research is a big embarrassment to Labour.

Recent statistics show that, while overall crime in Britain is falling, violence, particularly street robbery, is rising sharply.

One of Labour's key election slogans during its 1997 election triumph was 'Tough on Crime, Tough on the Causes of Crime'.
